Sometimes the consequence [of a drug shortage] was eventually resolved, but only after extra and frustrating work by the pharmacist and physician, and additional confusion and trips to the pharmacy for the patient. "Nuisance value" is a negative consequence.

I was inconvenienced on a regular basis with pharmacy calls for substitutes.

The most crucial "consequence" is not even on your list: the patient was obliged to use medication that was not the "first drug of choice." I would expect this in a Third World country, not here.

How about let's fix the shortage problem rather than trying to fix the notification issues!?
